In response to the directives from the Ministry of Home Affairs, the Government of Jammu & Kashmir has established a committee with the primary task of evaluating the performance of the Jammu & Kashmir Service Selection Board (JK SSB). The board has experienced a significant decline in its credibility over time, failing to fulfill its intended purpose as envisioned by the previous government.
The General Administrative Department of the Jammu & Kashmir Government has formed a high-level committee to assess the operations of the JK SSB, prompted by its poor performance over the past two years. The Ministry of Home Affairs, under the leadership of Prime Minister Narendra Modi, in their letter No FA. No. 13012/36/2022-C&S dated 03-04-2023, has urged the Chief Secretary of Jammu & Kashmir to conduct a thorough review of the JK SSB. The Government of India has expressed concern regarding the board's disappointing track record, particularly over the past year.
The Government of India sought clarification on the actions taken since the committee, chaired by the Financial Secretary Home (Additional Chief Secretary) RK Goyal, was established by the J&K government on 10-06-2022. This committee was tasked with investigating irregularities in the Sub Inspector recruitment examination conducted by the Jammu & Kashmir Police department. A report on the matter was submitted to the government on 05-07-2022.
In a letter from the Union Home Affairs Ministry, it was explicitly stated that the government must submit a report within 30 days detailing the actions taken. However, due to the complexity of the case, 69 days have passed and the report is still being processed. In accordance with the Ministry of Home Affairs' instructions, the government of Jammu & Kashmir issued Government Order No 487-JK(GAD) of 2023 on 22-04-2023, forming a committee comprised of three members. The committee is chaired by Mr. Raj Kumar Goyal, IAS, the Financial Commissioner (Additional Chief Secretary) of the Home Department. The other members are Mr. Sanjeev Verma, IAS, the Commissioner/Secretary to the Government, General Administrative Department, and Dr. Rajan Langer, IAS, the Secretary to the Government, Planning, Development & Monitoring Department.
The committee's primary objective is to evaluate the work processes and institutional framework of the JK SSB to determine if it effectively fulfills its core mandate. The committee will suggest any necessary changes required to align the board's institutional structures with its core functions, with the aim of enhancing its long-term performance.
Additionally, the committee will review the tendering process followed by the JK SSB, particularly the selection of M/S Aptech Ltd as the company responsible for conducting the examinations. It will assess whether this process complied with the applicable Financial Rules/Acts and met all relevant norms.
Furthermore, the committee will analyze successful practices employed by other esteemed selection boards and tribunals across the country that conduct major examinations. It will recommend the adoption of such practices that can be implemented within the JK SSB. The committee has the authority to include any additional officers in its deliberations.
The Review Committee was expected to submit its report within fifteen (15) days from the date of the order's issuance. As the 15-day period expired on May 07, 2023, the committee is now overdue in submitting its report.
